Utah has the most number of Chinese immersion programs and Mandarin immersion students in the US. This is because their communities understand the importance of them. I do not think that is true in Oregon. For example, I was just at a Portland Public Schools’ Jefferson cluster planning team meeting. The members are all community representatives. I urged expanding Mandarin programs for their students (here). Although I had to leave early, I do not think, from initial group discussion, they are supportive.
Schools do reflect their communities.
