A Chinese diplomat says Oregon is becoming increasingly important to his country.
Gao (GOW) Zhansheng (jahn-SHUNG), the Chinese consul general in San Francisco, met briefly today with Gov. John Kitzhaber. He says Oregon is one of China's biggest American trading partners and provides a welcoming vacation spot for Chinese tourists.
The diplomat also says Oregon's Legislature fostered good will in China with a 2009 resolution encouraging schools to teach Chinese language skills.
Kitzhaber told Gao that Oregon is "open for business" with Chinese companies that want to invest here, and he also wants to sell more Oregon-made goods in China. The governor says he hopes to visit China later this year.
It would help both attract investments from and increase exports to China if more Oregonians spoke Mandarin and had spent time in China. Kitzhaber has yet to show that he realizes this. There is a connection between educational programs and exports and foreign investments. Kitzhaber needs to get behind efforts to expand Mandarin and study abroad in China programs.
Kitzhaber could, for example support the cost-neutral Go Global High School Study Abroad legislative proposal, or even just a simple pilot program to send five Oregon public high school students to China in school year 2012-13, spending just the State School Fund annual allocation on each so as to keep the pilot cost neutral. It would take just a small budget note to allocate the $20,000-$30,000. He could make that happen.
